As the Global Warming Policy Foundation reports a new book, Die Kalte Sonne, written by Prof Dr Fritz Vahrenholt and geologist/paleontologist Dr. Sebastian Lüning, has caused a sensation even in advance of its official publication yesterday. For Prof. Vahrenholt, a renewable energy expert, was one of the fathers of the modern German green movement and believed everything preached by the IPCC. But according to Focus magazine, he is now a far sadder and wiser man:

‘Doubt came two years ago when he was an expert reviewer of an IPCC report on renewable energy. “I discovered numerous errors and asked myself if the other IPCC reports on climate were similarly sloppy.”

‘In his book he explains how he dug into the IPCC climate report and was horrified by what he had found. Then add the 10 years of stagnant temperatures, failed predictions, Climategate e-mails, and discussions he had with dozens of other skeptical elite scientists. That was more than enough. FOCUS quotes: “I couldn’t take it any more. I had to write this book.”’

Mitt Romney’s tax returns tell us some things about him. They tell us a lot more about the sad state of the tax laws in this country.

What really stands out is the mind-numbing complexity of tax laws, and about how hard it seems to have been for even the high-priced help Mr. Romney can afford to get things right.

In one case, the trustee for one of the Romney trusts sent two letters to the Internal Revenue Service electing to use an apparently irrelevant section of the tax code, and in the process misstated the facts involved.

That mistake did not affect the taxes owed, but another error was more significant. It appears that the return filed by that trust overstated capital gains realized by nearly $300,000, causing Mr. Romney and his wife to pay about $44,000 more in taxes than they owed.

A President Romney would probably enter office knowing more about loopholes in the tax code than any of his predecessors, and could, if he so chose, be an effective advocate for reform. Whether or not Mr. Romney wins, the disclosure of his tax returns provides the rest of us with an insight into just how dysfunctional the system has become.

The Washington Post

In September, the Congressional Budget Office estimated the 10-year deficit at $8.5 trillion. The nonpartisan Tax Foundation estimates that a Buffett Tax might now raise $40 billion annually. Citizens for Tax Justice, a liberal group, estimates $50 billion. With economic growth, the 10-year total might optimistically be $600 billion to $700 billion. It would be a tiny help; that’s all. “The purpose of the Buffett Rule is not to close the deficit gap,” Buffett has said. Hard choices remain, in part because existing deficit estimates already assume steep defense cuts.

It’s also a myth that all the ultra-rich enjoy low tax rates. In 2007, the richest 1 percent of taxpayers paid an average tax rate of 29.5 percent and provided 28.1 percent of federal revenues, reports the CBO. On their wages and salaries, many of the ultra-rich pay the top income tax rate of 35 percent plus a Medicare tax of 1.45 percent.

So, raise tax rates on Warren Buffett and others to upper-middle-class levels. But recognize that the anti-wealthy populist rhetoric is mostly political expediency. It distracts from the serious issues the country faces — creating jobs and closing long-term budget deficits.

The Sacramento Bee

California will run out of cash by early March if the state does not take swift action to find $3.3 billion through payment delays and borrowing, according to a letter state Controller John Chiang sent to state lawmakers today.

The announcement is surprising since lawmakers previously believed the state had enough cash to last through the fiscal year that ends in June.

But Chiang said additional cash management solutions are needed because state tax revenues are $2.6 billion less than what Gov. Jerry Brown and state lawmakers assumed in their optimistic budget last year. Meanwhile, Chiang said, the state is spending $2.6 billion more than state leaders planned on.

The Assembly budget committee approved a bill today that would enable $865 million of borrowing from existing state accounts, Senate Bill 95. Chiang, after consultation with the Department of Finance and state Treasurer Bill Lockyer, is also seeking about $2.4 billion in delayed payments to universities, counties and Medi-Cal, as well as additional borrowing from outside investors.

The Wall Street Journal

Editor’s Note: The following has been signed by the 16 scientists listed at the end of the article A candidate for public office in any contemporary democracy may have to consider what, if anything, to do about « global warming. » Candidates should understand that the oft-repeated claim that nearly all scientists demand that something dramatic be done to stop global warming is not true. In fact, a large and growing number of distinguished scientists and engineers do not agree that drastic actions on global warming are needed.

Although the number of publicly dissenting scientists is growing, many young scientists furtively say that while they also have serious doubts about the global-warming message, they are afraid to speak up for fear of not being promoted—or worse. They have good reason to worry. In 2003, Dr. Chris de Freitas, the editor of the journal Climate Research, dared to publish a peer-reviewed article with the politically incorrect (but factually correct) conclusion that the recent warming is not unusual in the context of climate changes over the past thousand years. The international warming establishment quickly mounted a determined campaign to have Dr. de Freitas removed from his editorial job and fired from his university position.

Alarmism over climate is of great benefit to many, providing government funding for academic research and a reason for government bureaucracies to grow. Alarmism also offers an excuse for governments to raise taxes, taxpayer-funded subsidies for businesses that understand how to work the political system, and a lure for big donations to charitable foundations promising to save the planet.

The figures suggest that we could even be heading for a mini ice age.

Based on readings from more than 30,000 measuring stations, the data was issued last week without fanfare by the Met Office and the University of East Anglia Climatic Research Unit. It confirms that the rising trend in world temperatures ended in 1997.

Meanwhile, leading climate scientists yesterday told The Mail on Sunday that, after emitting unusually high levels of energy throughout the 20th Century, the sun is now heading towards a ‘grand minimum’ in its output, threatening cold summers, bitter winters and a shortening of the season available for growing food.

Analysis by experts at NASA and the University of Arizona – derived from magnetic-field measurements 120,000 miles beneath the sun’s surface – suggest that Cycle 25, whose peak is due in 2022, will be a great deal weaker still.

“[While] the popular uprisings in the Arab world do not represent a general change in attitude towards Israel, Zionism and the Jews it seems the anti-Semitic discourse and incitement have become more extreme and violent,” the report, which was written by scholars at the Kantor Center for the Study of Contemporary European Jewry at Tel Aviv University, says.

“Charges of an international Jewish conspiracy have been a central motif in the anti-Semitic propaganda that has accompanied the Arab Spring uprisings. This motif has been emphasized in each of the countries especially by way of pointing a blaming finger towards Israel, Zionism and Jews conspiring against Arabs and Muslims.”

Politically, Thomas is known to lean toward the right and even finds some merits in the rants of commentator Glenn Beck. However, when Thomas finally explained his absence on his Facebook page.

“I believe the Federal government has grown out of control, threatening the Rights, Liberties, and Property of the People. This is being done at the Executive, Legislative, and Judicial level. This is in direct opposition to the Constitution and the Founding Fathers vision for the Federal government.

“Because I believe this, today I exercised my right as a Free Citizen, and did not visit the White House. This was not about politics or party, as in my opinion both parties are responsible for the situation we are in as a country. This was about a choice I had to make as an INDIVIDUAL.”

Among the points of contention are Twitter posts by one CAP writer on his personal account referring to “Israel-firsters.” Some experts say the phrase has roots in the anti-Semitic charge that American Jews are more loyal to a foreign country, Israel, than to the United States. In another case, a staffer described a U.S. senator as showing more fealty to the prime U.S. pro-Israel lobby, the American Israel Public Affairs Committee, than to his own constituents. The first writer has since left the staff.

“The language is corrosive and unacceptable,” said Rabbi Abraham Cooper, associate director of the Simon Wiesenthal Center. He added that the blog posts and tweets from CAP staffers “are the responsibility of the adults who run the place, not only the kids who play.”

That’s up from 10.6 years in 2010, and it and continues a trend that dates to 1995, when the average age of a car was 8.4 years, according to the Polk research firm, which studied state vehicle registrations.

Polk said the average age of a car in the U.S. last year was 11.1 years, while the average truck was 10.4 years old.

But Polk Vice President Mark Seng says a rebound in sales last year and expected growth the next couple of years is likely to slow the aging trend. Polk has not predicted if or when the age will start to drop, but Seng doesn’t see that happening for two or three years, if not longer.

« It’s going to take the good economy several years of very high sales again, and people being willing to let go of those older vehicles that they’ve been holding onto, » Seng said.

The association rejected cuts to doctor’s pensions despite warning that some hospitals are so financially stretched that patient safety can no longer be guaranteed and that “accidents will happen”.

Senior government figures said the reductions in their pensions were “modest” and in line with other public sector staff.

Sen. Jim DeMint (R-S.C.) said Wednesday the Republican presidential candidates need to listen to Ron Paul and would benefit from integrating some of his libertarian ideas into their platform.

« One of the things that’s hurt the so-called conservative alternative is saying negative things about Ron Paul, » DeMint told conservative radio host Laura Ingraham. « I’d like to see a Republican Party that embraces a lot of the libertarian ideas. »

DeMint said he does not agree with the Texas congressman on everything but that the rest of the GOP presidential field should capture some of what Paul’s been talking about for years because the Republican Party « needs » the libertarian movement.

« You don’t have to agree with everything he’s saying, but if the other candidates miss some of the wisdom about what he’s saying about monetary policy … that will be to our detriment, » DeMint said.

“I ran to stop the reckless spending. And I ran to end the damaging process of elected officials acting as errand boys, competing to see who could bring back the biggest check and the most amount of pork,” Paul said at a news conference.

“I hope this sets an example for the rest of government — at all levels,” he added. “We can carry out our duties in a fiscally responsible way. Government can be both smart and efficient. We are proving that — and trying to convince the rest of Washington.”

Paul is the son of GOP presidential candidate Ron Paul and co-founded the Senate tea party caucus. As the younger Paul stumped for his father in Iowa and New Hampshire, there’s been plenty of speculation that Rand Paul could launch a presidential bid of his own in 2016.

The soaring cost of natural catastrophes is due more to socio-economic than climatic factors. Natural disasters around the world last year caused a record US$380 billion in economic losses. That’s more than twice the tally for 2010, and about $115 billion more than in the previous record year of 2005, according to a report from Munich Re, a reinsurance group in Germany. But other work emphasizes that it is too soon to blame the economic devastation on climate change.

Almost two-thirds of 2011’s exceptionally high costs are attributable to two disasters unrelated to climate and weather: the magnitude-9.0 earthquake and tsunami that hit Japan in March, and February’s comparatively small but unusually destructive magnitude-6.3 quake in New Zealand.

And the long-term rise in the costs of global disasters is probably due mainly to socio-economic changes, such as population growth and development in vulnerable regions. That conclusion is backed up by a forthcoming study — supported by Munich Re — by economists Fabian Barthel and Eric Neumayer at the London School of Economics.

For patients and pharmacists in financially stricken Greece, even finding aspirin has turned into a headache.

The reasons for the shortages are complex. One major cause is the Greek government, which sets prices for medicines. As part of an effort to cut its own costs, Greece has mandated lower drug prices in the past year. That has fed a secondary market, drug manufacturers contend, as wholesalers sell their shipments outside the country at higher prices than they can get within Greece.

Parallel imports peaked in 2004, then flattened out about two years ago once drugmakers imposed quotas of the maximum amount of medicines they think the Greek market will need, said Kobelt, whose Brussels-based association represents companies engaged in the trade. Still, if pharmacies can’t pay, it makes economic sense to ship the drugs back out again rather than let them languish on wholesalers’ shelves, he said.

Kobelt said he’s seen boxes of Bayer AG (BAYN)’s Aspirin in Poland that originated in Greece, suggesting that the medicine fetches higher prices in eastern Europe. “Even Polish people pay more than Greeks for Aspirin,” he said.

The Washington Post

Housing may settle who’s right. China has vastly overinvested in housing, argues Lardy in a new book (“Sustaining China’s Economic Growth After the Global Financial Crisis”). The main reason, he says, is that financial policies prevent savers from realizing adequate returns on their money. The stock market is seen as rigged. Government regulations keep interest rates on bank deposits — the main outlet for savings — low. From 2004 to 2010, they were less than inflation. Frustrated savers invest in housing, where prices are not regulated.

The result seems a classic speculative bubble. People buy because they believe prices will go up; and prices go up because people buy. A 2010 survey found that 18 percent of Beijing households owned two or more properties; another 2010 survey of all cities found that 40 percent of purchases were for investment. Many units, Lardy reports, are vacant because rents in Beijing, Shanghai and other major cities are low.

Unfortunately, booms breed busts. Buyers ultimately recognize that rising prices reflect artificial demand. Purchases slow. Prices fall. New building declines. The process feeds on itself. With modest imbalances, the result is a correction. Otherwise, there’s a crash.

All mortgages with a down payment of 20% or less, as well as loans that are turned into mortgage-backed securities, are required by law to carry insurance.

HLIC was similar to CMHC in that it had private competitors, but was able to maintain a dominant position in the marketplace. It was sold to a private insurer, which now competes in a healthy insurance market.

Despite the lack of government involvement in the market, Australia has higher rates of home ownership than the United States and its mortgage insurers remained profitable throughout the financial downturn. In contrast, Fannie Mae and Freddie Mac — the two government-backed mortgage giants in the U.S. — have cost American taxpayers US$182-billion since being taken into conservatorship in 2008.

Hugo Chávez’s customary jabs at his neighbours to the north took an unusual turn this week, when the Venezuelan president suggested that Washington might be behind a wave of cancer among Latin American heads of state.

« Would it be so strange that they’ve invented the technology to spread cancer and we won’t know about it for 50 years? » Chávez pondered, one day after Argentina’s president Cristina Fernández de Kirchner announced she had been diagnosed with thyroid cancer and would undergo surgery in January.

Speaking on Wednesday during an end-of-year address to the armed forces, Chávez hinted that a spate of cancer among the region’s leaders could be a US plot – although he conceded he had no proof and did not want to make « reckless » accusations.

« It is very hard to explain, even with the law of probabilities, what has been happening to some leaders in Latin America. It’s at the very least strange, very strange, » the Venezuelan president said, according to government radio Radio Nacional de Venezuela.

Despite his lack of evidence Chávez hinted that other Latin American leaders should watch out.
