<p><b><font color="#820003"><font size="1"><span style="color: #ff0000;">Editor&#8217;s Note: The following has been signed by the 16 scientists listed at the end of the article</span> A candidate for public office in any contemporary democracy may have to consider what, if anything, to do about &laquo;&nbsp;global warming.&nbsp;&raquo; Candidates should understand that the oft-repeated claim that nearly all scientists demand that something dramatic be done to stop global warming is not true. In fact, a large and growing number of distinguished scientists and engineers do not agree that drastic actions on global warming are needed.</p>
<p>Although the number of publicly dissenting scientists is growing, many young scientists furtively say that while they also have serious doubts about the global-warming message, they are afraid to speak up for fear of not being promoted—or worse. They have good reason to worry. In 2003, Dr. Chris de Freitas, the editor of the journal Climate Research, dared to publish a peer-reviewed article with the politically incorrect (but factually correct) conclusion that the recent warming is not unusual in the context of climate changes over the past thousand years. The international warming establishment quickly mounted a determined campaign to have Dr. de Freitas removed from his editorial job and fired from his university position.</p>
<p>Alarmism over climate is of great benefit to many, providing government funding for academic research and a reason for government bureaucracies to grow. Alarmism also offers an excuse for governments to raise taxes, taxpayer-funded subsidies for businesses that understand how to work the political system, and a lure for big donations to charitable foundations promising to save the planet.</span></font></font></b></p>

<p>Prenez note de la position peu enviable du Canada.  Seuls l&#8217;Australie et le Royaume-Uni font pire que nous et surtout, nous sommes devant les Américains.</p>

<p>Le Canada fait beaucoup mieux dans cette catégorie, mais la situation en Europe et en Asie me semble préoccupante.</p>

<p>Le Canada se classe plutôt bien.  Néanmoins, j&#8217;ai été surpris d&#8217;apprendre que les banques les moins endettées sont aux États-Unis.  Comme quoi la gifle reçue par la main invisible lors de la récession a discipliné le marché.  Mais que dire de la situation au Royaume-Uns&#8230;</p>
<p>Pour terminer, l&#8217;incontournable dette des gouvernements:</p>

<p>Relativement bonne performance du Canada, position insoutenable en Europe et au Japon.  Mais que dire de la performance absolument remarquable de l&#8217;Australie !</p>

<p>Les Canadiens peuvent toujours se consoler en se disant qu&#8217;ils ne sont pas les derniers, mais pas de quoi pavoiser avec un endettement total de <strong>276%</strong> du PIB.</p>
<p>Je termine en vous donnant quelques chiffres sur l&#8217;endettement total de quelques pays émergents, faites les comparaisons qui s&#8217;imposent&#8230;</p>

<li>Russie: <strong>72%</strong></li>
<li>Inde: <strong>122%</strong></li>
<li>Brésil: <strong>148%</strong></li>
<li>Chine: <strong>184%</strong></li>
</ul>
<p>La moyenne des pays appartenant aux dix économies les plus développées: <strong>348%</strong>.</p>
<p>Mais tout ceci est probablement sans importance, après tout Jean-François Lisée et Pierre Fortin nous ont raconté la semaine dernière que <a href="http://www2.lactualite.com/jean-francois-lisee/endettement-avant-la-panique/11405/" target="_blank">l&#8217;endettement n&#8217;est pas un phénomène préoccupant</a>&#8230;</p>

<p>Tout d&#8217;abord, voici dans quelle mesure les riches contribuent aux revenus de leurs gouvernements:</p>

<p>C&#8217;est aux États-Unis que le gouvernement va chercher la plus grande partie de ses revenus chez les riches&#8230;  et la lutte n&#8217;est même pas serrée puisque dans de nombreux pays scandinaves la proportion est inférieure à <strong>30%</strong> alors qu&#8217;elle est de <strong>45%</strong> aux États-Unis.  En fait, dans les pays de l&#8217;OCDE ce sont les États-Unis qui se classent premiers.</p>
<p>Mais les gauchistes vont probablement me répondre que ces chiffres sont biaisés puisque c&#8217;est aussi aux États-Unis que les riches monopolisent le plus la richesse.  C&#8217;est juste, mais pour analyser ce phénomène, l&#8217;OCDE a aussi calculé le ratio entre les contributions au gouvernement du 10% les plus riches et la proportion des revenus qu&#8217;ils détiennent.  Plus ce ratio est élevé, plus cela indique que la fiscalité est progressive.</p>

<p>Encore une fois, les États-Unis arrivent en première position dans ce classement et dans celui regroupant tous les pays de l&#8217;OCDE.</p>
<p>Ici, il ne s&#8217;agit pas de dire que les Américains payent plus d&#8217;impôt que leurs équivalents scandinaves, ce n&#8217;est pas le cas.  La conclusion est plutôt à l&#8217;effet que, basé sur le coefficient de concentration de l&#8217;impôt et des revenus, les États-Unis ont le système fiscal le plus progressif, i.e. que le fardeau fiscal est porté par une petite partie de la population.</p>
<p>Cela explique peut-être aussi pourquoi les Scandinaves tolèrent une taxation aussi lourde.  Leur fiscalité étant peu progressive, cela signifie que l&#8217;ensemble de la population doit partager équitablement le fardeau fiscal; tout le monde, riche ou pauvre, doit contribuer aux revenus du gouvernement.  Puisque tout le monde participe, on n&#8217;encourage pas les gens à vivre aux crochets de l&#8217;État, i.e. il n&#8217;y a personne qui peut avoir un chèque du gouvernement sans avoir préalablement contribué à financer ce gouvernement.  Bref, sachant que tout le monde paye équitablement, les gens n&#8217;ont pas l&#8217;impression que le gouvernement déshabille Paul pour habiller Pierre.</p>

<p>Mais comme c&#8217;est trop souvent le cas, Patrick Lagacé a émis une opinion sans tenir compte des faits.  Aucun gouvernement en Haïti ?  Voyons voir&#8230;</p>

<p>Malheureusement pour Patrick Lagacé et malheureusement pour les Haïtiens, le gouvernement a le bras long&#8230;  Et n&#8217;oubliez pas, chaque procédure bureaucratique représente une occasion de corruption pour un fonctionnaire.</p>
<p>Patrick Lagacé affirme aussi que si les Haïtiens avaient eu un code du bâtiment plus sévère, il y aurait eu moins de morts.  Mais vu l&#8217;état d’extrême pauvreté des  habitants, ceux-ci auraient-ils eu les moyens de payer une maison 5 fois plus cher pour qu&#8217;elles répondent aux normes sismiques ?</p>
<p>Le problème d&#8217;Haïti ce n&#8217;est pas l’absence de gouvernement, c&#8217;est plutôt <a href="http://www.heritage.org/index/country/Haiti" target="_blank">l’absence de liberté économique</a> qui condamne sa population à être pauvre.</p>

<p>Almost two-thirds of 2011’s exceptionally high costs are attributable to two disasters unrelated to climate and weather: the magnitude-9.0 earthquake and tsunami that hit Japan in March, and February’s comparatively small but unusually destructive magnitude-6.3 quake in New Zealand.</p>
<p>And the long-term rise in the costs of global disasters is probably due mainly to socio-economic changes, such as population growth and development in vulnerable regions. That conclusion is backed up by a forthcoming study — supported by Munich Re — by economists Fabian Barthel and Eric Neumayer at the London School of Economics.</font></b></p>

			<content:encoded><![CDATA[<br/><p><img title="Gordon Gekko" src="http://www.antagoniste.net/WP-Uploads/2012/01/GordonGekko090112.jpg" alt="Gordon Gekko" align="left" border="1" hspace="5" />Plus tôt cette semaine via twitter j&#8217;ai partagé un article avec les gens qui ont produit le navet &#8216;Survivre aux progrès&#8217;.  L&#8217;article en question faisait état <a href="http://onlinelibrary.wiley.com/doi/10.3322/caac.20138/abstract" target="_blank">des progrès de la médecine dans la lutte contre le cancer</a>.  Depuis 1990, aux États-Unis seulement on estime que plus d&#8217;un million de morts ont été évités grâce à l&#8217;amélioration de nos connaissances et des traitements.</p>
<p>Mathieu Roy, coréalisateur du film &#8216;Survivre aux progrès&#8217; m&#8217;a répondu: <em>&laquo;&nbsp;Qui bénéficient de ces traitements? Les paysans africains et Sri-Lankais? Les autochtones près de Ft McMurray?&nbsp;&raquo;</em></p>
<p>Question intéressante, manière de dire que le progrès c&#8217;est mauvais, car seuls les méchants riches peuvent en profiter.</p>
<p>Et je me suis rappelé l&#8217;histoire du téléphone cellulaire&#8230;</p>
<p>Quand les tout premiers téléphones cellulaires sont apparus dans les années 80, ils coûtaient plusieurs milliers de dollars, ils étaient gros, pas très pratiques et leur utilisation était aussi onéreuse que leur achat. En bref, seuls les plus riches, le fameux 1% tant haï, avaient accès à cette technologie.  Mais parce que les riches ont acheté ces produits, les compagnies ont pu poursuivre leur développement.  Si bien que grâce à ce progrès, rendu possible par les très riches, aujourd&#8217;hui les gens ordinaires peuvent se procurer un cellulaire avec un processeur plus puissant que tous ceux qui ont été utilisés par la NASA pour mettre un homme sur la lune !</p>
<p>Et sur quelle région du globe l&#8217;arrivée du cellulaire est-elle en train de changer le monde ?  Dans les pays en voie de développement, notamment en Afrique ! Vous l’ignorez peut-être, du moins moi je l’ignorais, mais <strong>60%</strong> des utilisateurs de téléphone cellulaire <a href="http://www.washingtonpost.com/wp-dyn/content/article/2008/02/22/AR2008022202283.html" target="_blank">vivent dans des pays en voie de développement</a>. Le cellulaire est devenu la première technologie à être plus répandue dans les pays pauvres que les pays riches.</p>
<p>Et dans les pays en voie de développement, ces téléphones font toute la différence dans le quotidien des gens, <a href="http://www.economist.com/opinion/displaystory.cfm?story_id=14483896" target="_blank">on estime</a> que l’ajout de <strong>10</strong> téléphones mobiles par tranche de <strong>100</strong> personnes permet d’augmenter le PIB/personne de <strong>0,8 </strong>point de pourcentage !</p>

<p>Et tout ceci, grâce aux ultrariches tant détestés.  Sans eux pour acheter les tout premiers cellulaires, cette technologie n&#8217;existerait pas aujourd&#8217;hui.  Même chose pour les traitements contre le cancer, c&#8217;est grâce aux 1% que 99% de la population finira par avoir accès aux mêmes traitements.</p>

<p><b><font color="#820003"><font size="1">Is your workplace a miniature United Nations, with colleagues who trace their origins to many different parts of the globe? Or does everyone you work with come from a similar background? The answer probably tells a lot about how open you are to people from different cultures, according to a new study by the Association for Canadian Studies.</p>
<p>Seventy-three per cent of Canadians describe their workplace or school as diverse, compared to 70 per cent of Americans, 68 per cent of Britons and 67 per cent of French respondents.</p>
<p>Sixty per cent of Quebecers work in a multicultural environment, <span style="color: #ff0000;">the lowest proportion of any province</span>.</p>
<p>Fifty-seven per cent of francophones in Canada describe their workplace as diverse, compared to 74 per cent of anglophones and 83 per cent of people who speak a language other than English or French.</p>
<p>Eight out of 10 francophones in Canada say most of their friends come from the same cultural background, compared to 66 per cent of English-Canadians and 55 per cent of people who speak a non-official language.</font></b></p>

<p>Les Québécois aiment bien traiter tous ceux qui ne pensent pas comme eux de <em>rednecks</em>, que l&#8217;on pense aux Américains ou aux Albertains.  Mais si l&#8217;on se fie aux résultats de cette étude, les Québécois auraient intérêt à se regarder dans un miroir avant d&#8217;utiliser ce qualificatif.</p>

<p>Mais le Québec a mieux fait que le pire pays de l&#8217;OCDE considéré dans l&#8217;analyse.  Donc, selon la logique de Jean-François Lisée, ce résultat doit être bon pour une médaille d&#8217;or&#8230;</p>
<p>En 1981, le PIB/habitant dans les 20 pays les plus riches de l’OCDE était à peine <strong>2%</strong> supérieur à celui du Québec, l&#8217;écart était somme toute négligeable.  En 2010, cet écart est passé à <strong>16%</strong>, autrement dit nous avons perdu pas mal de terrain&#8230;  Et le dernier de classe, la Corée du Sud, nous rattrape à vitesse &laquo;&nbsp;grand V&nbsp;&raquo;.  En 1981, notre PIB/habitant était <strong>75%</strong> supérieur au leur, en 2010, il n&#8217;est maintenant que <strong>12%</strong> supérieur.</p>
<p>Si entre 1981 et 2010 le Québec avait maintenu la même croissance que les pays de l&#8217;OCDE les plus riches, le PIB/habitant serait aujourd&#8217;hui de <strong>52 183$</strong>, soit <strong>12 000$</strong> de plus que le niveau actuellement observé.</p>
<p>Toujours pour la période couverte entre 1981 et 2010, le Québec se classe en <strong>20<sup>e</sup></strong> place (sur 21) au chapitre de la croissance de la productivité du travail et en <strong>16<sup>e</sup></strong> place (sur 21) pour la croissance du PIB/habitant.</p>

<p>The closely watched study, set to be released Thursday, forecasts that global energy demand will grow about 30% by 2040 as the world population climbs to nine billion from seven billion.</p>
<p>Natural gas will overtake coal as the second-largest fuel source overall, ranking behind oil and powering everything from electrical plants to home-heating systems. But Exxon said coal use will continue to grow through 2025 around the world, primarily in developing nations such as China and India and the African continent, because economic growth will be fastest in emerging nations.</p>
<p>But thereafter coal use will start to drop, for the first time in history, according to the study, which Exxon uses to help its long-range planning. Key drivers in that expected drop in coal use will be growing demand for fuels that produce fewer greenhouse gases and a decline in China&#8217;s population expected after 2030.</span></font></font></b></p>

<p>Par exemple, du côté de Radio-Canada, on a pu entendre que si les écarts de richesses augmentaient, cela signifiait nécessairement que les pauvres s&#8217;appauvrissaient puisqu&#8217;ils ne bénéficient pas de la croissance économique. On a pu entendre ce discours du côté de <a href="http://blogues.radio-canada.ca/geraldfillion/2011/12/05/inegalites-quand-tu-nous-tiens/" target="_blank">Gérald Fillion</a> et d&#8217;<a href="http://www.radio-canada.ca/emissions/24_heures_en_60_minutes/2011-2012/" target="_blank">Anne-Marie Dussault</a>.</p>
<p>Or, c&#8217;est tout à fait faux, ce n&#8217;est pas parce que les écarts de richesse augmentent que les pauvres sont plus pauvres. Selon cette étude, si les écarts de richesse ont augmenté de manière significative dans les pays de l&#8217;OCDE entre 1985 et 2008, les plus pauvres ont tout de même vu leur revenu réel croître annuellement de <strong>1,3%</strong> contre<strong> 1,9%</strong> pour les plus riches.  Donc, bien que les écarts se sont accrus, les plus pauvres se sont quand même enrichis, et ce, presque dans la même proportion que les plus riches. En bref, tout le monde s&#8217;est enrichi, les plus pauvres comme les plus riches !</p>
<p>Voici quelques chiffres, couvrant la période 1985-2008, tirés de cette étude et qui remettent les pendules à l&#8217;heure:</p>

<p>Encore une fois, on peut voir que peu importe dans quelle mesure les écarts de richesse augmentent, le revenu réel des plus pauvres augmente lui aussi.  La question à se poser est la suivante: qu&#8217;elle est l&#8217;époque la plus avantageuse pour les pauvres ?  Les années 80 avec des sociétés plus égalitaires ou les années 2000 avec des sociétés plus inégalitaires, mais avec des pauvres plus riches ?</p>
<p>Poser la question c&#8217;est y répondre.  Mais parions que les journaleux vont préférer les années 80.  Voyez-vous, l’idéologie des socialistes c’est l’idéologie de la jalousie. Par conséquent, la gauche se fiche pas mal du sort des pauvres, ce qui compte c’est de punir les riches.</p>
<p>Quelques autres observations intéressantes sur ces statistiques&#8230;  C&#8217;est dans les pays scandinaves (Suède, Finlande, Norvège) et non pas aux États-Unis, que les écarts de richesse ont le plus augmentés. Pourtant, ces pays sont souvent cités en exemple par la gauche québécoise. Pour ce qui est des pays qui ont le plus réduit leurs écarts de richesse (Portugal, Grèce, Espagne), gare à ceux qui voudraient émuler leur modèle économique, car ces pays sont actuellement au bord de la faillite !</p>
<p>Appeler à commenter cette étude durant <a href="http://www.radio-canada.ca/emissions/telejournal/2011-2012/" target="_blank">le Téléjournal</a>, Gérald Fillion a affirmé que l’accroissement des écarts de richesse était imputable au phénomène de mondialisation.  Pourtant l&#8217;étude de l&#8217;OCDE a conclu exactement le contraire i.e. que la mondialisation n&#8217;a pas eu d&#8217;impact sur la situation  (page 104 &amp; 125) ! Gérald Fillion s&#8217;est donc pointé sur les ondes de la télé nationale pour commenter une étude qu&#8217;il n&#8217;avait pas lue !  Peut-on imaginer un plus grand manque de rigueur ?</p>
<p>L&#8217;augmentation des écarts de richesse est imputable aux progrès technologiques et au fait que plus de gens travaillent, notamment les travailleurs autonomes (page 157 &amp; 181).  Au nom de l&#8217;égalité va-t-on interdire les avancées technologiques et interdire aux travailleurs autonomes de se lancer en affaire ?</p>
<p>Pour terminer, Gérald Fillion parle de l&#8217;importance de redistribuer la richesse tout en dénonçant les délocalisations d&#8217;emplois vers les pays en voie de développement.  Pourtant, les délocalisations participent au phénomène de redistribution de la richesse en permettant aux plus pauvres d&#8217;avoir accès à un emploi bien rémunéré au lieu d’uniquement avoir recours à l&#8217;agriculture de subsistance pour subvenir à leurs besoins.  Pour Gérald Fillion, la redistribution de la richesse serait désirable uniquement quand celle-ci ne déborde pas de nos frontières ?  Est-ce ça la définition de la solidarité selon la gauche ?</p>

<p>Mais la mondialisation est-elle responsable des écarts de richesse croissants ?</p>
<p>Voyons ce que dit une étude du Fond Monétaire Internationale qui s&#8217;est penchée sur les facteurs influençant l&#8217;indice GINI.  Je vous rappelle que cet indice mesure du degré d’inégalité dans la distribution des revenus. Ce coefficient est un nombre variant de 0 à 1, où 0 signifie l’égalité parfaite (tout le monde a le même revenu) et 1 signifie l’inégalité parfaite (une personne a tout le revenu, les autres n’ont rien).</p>

<p>On peut voir que les écarts de richesse ont effectivement augmenté, mais le grand coupable n&#8217;est pas la mondialisation, mais plutôt les avancées technologiques !  La technologie est responsable à elle seule de près de <strong>95%</strong> de l&#8217;augmentation des écarts de richesse.</p>
<p>Cette situation ne devrait surprendre personne, les systèmes éducatifs ont permis l&#8217;apparition d&#8217;une économie du savoir qui a donné à la main-d&#8217;oeuvre qualifiée un avantage indéniable sur le marché du travail: un ingénieur compétent est une denrée plus rare qu&#8217;un agriculteur, normale qu&#8217;il soit mieux payé.  C&#8217;est cet écart de compétence (skill-gap) qui explique l&#8217;augmentation des écarts de richesses, pas la mondialisation.</p>
<p>Au nom de l&#8217;égalité sociale, devrait-on restreindre l&#8217;accès à l&#8217;éducation et aux technologies ?</p>
<p>La situation est encore plus spectaculaire dans les pays en voie de développement.</p>

<p>Dans les pays pauvres, la mondialisation n&#8217;a pas fait augmenter les écarts de richesse, elle a plutôt contribué à les réduire !  Encore une fois, le grand coupable est la spécialisation de la main-d&#8217;oeuvre associée aux progrès technologiques.</p>
<p>La gauche va-t-elle demander l&#8217;interdiction des iPhone et la fermeture de Apple pour lutter contre les inégalités sociales ?  Je ne devrais pas poser cette question, elle en est bien capable&#8230;</p>
<p>Fait important, cette étude montre aussi que malgré l’accroissement des inégalités, les pauvres se sont néanmoins enrichis de manière appréciable.</p>

<p><strong>Anti-Semitism is again on the rise. Why now? Blame the backlash against globalization. As public anxiety grows over lost jobs, shaky economies, and political and social upheaval, the Brownshirt and Birkenstock crowds are seeking solace in conspiracy theories. And in their search for the hidden hand that guides the new world order, modern anxieties are merging with old hatreds and the myths on which they rest.</strong></p>
<p>There is no shortage of symbols representing peace, justice, and economic equality. The dove and the olive branch. The peace sign. The rainbow flag. Even the emblem of the United Nations. So why did some protesters at the 2003 World Social Forum (WSF) in Porto Alegre, Brazil, display the swastika?</p>
<p>Held two months prior to the U.S.-led attack on Iraq, this year’s conference—an annual grassroots riposte to the well-heeled World Economic Forum in Davos—had the theme, “Another World is Possible.” But the more appropriate theme might have been “Yesterday’s World is Back.” <strong>Marchers among the 20,000 activists from 120 countries carried signs reading “Nazis, Yankees, and Jews: No More Chosen Peoples!” Some wore T-shirts with the Star of David twisted into Nazi swastikas. Members of a Palestinian organization pilloried Jews as the “true fundamentalists who control United States capitalism.” Jewish delegates carrying banners declaring “Two peoples—Two states: Peace in the Middle East” were assaulted.</strong></p>
<p><strong>Porto Alegre provides just one snapshot of an unfolding phenomenon known as the “new anti-Semitism.</strong>” <strong>Since the fall of the Berlin Wall, the oldest hatred has been making a global comeback, culminating in 2002 with the highest number of anti-Semitic attacks in 12 years. Not since Kristallnacht, the Nazi-led pogrom against German Jews in 1938, have so many European synagogues and Jewish schools been desecrated. This new anti-Semitism is a kaleidoscope of old hatreds shattered and rearranged into random patterns at once familiar and strange.</strong> It is the medieval image of the “Christ-killing” Jew resurrected on the editorial pages of cosmopolitan European newspapers. It is the International Red Cross and Red Crescent Movement refusing to put the Star of David on their ambulances. It is Zimbabwe and Malaysia—nations nearly bereft of Jews—warning of an international Jewish conspiracy to control the world’s finances. It is neo-Nazis donning checkered Palestinian kaffiyehs and Palestinians lining up to buy copies of Mein Kampf.</p>
<p>The last decade had promised a different world. As statues of Lenin fell, synagogues reopened throughout Russia and Eastern Europe. In a decisive 111 to 25 vote, the U.N. General Assembly overturned the 1975 resolution equating Zionism with racism. The leader of the Palestine Liberation Organization shook hands with the prime minister of Israel. The European Union (EU), mindful of the legacy of the Holocaust and the genocidal Balkan wars, created an independent agency to combat xenophobia and anti-Semitism within its own borders. Confronted with a resurgence in hatred after what had seemed to be an era of extraordinary progress, the Jewish community now finds itself asking: Why now?</p>
<p><strong>Historically, anti-Semitism has fluctuated with the boom and bust of business cycles. Jews have long been scapegoats during economic downturns, as a small minority with outsized political and financial influence. To some extent, that pattern still applies. Demagogues in countries engulfed by the financial crises of the late 1990s fell back on familiar stereotypes.</strong> “Who is to blame?” asked General Albert Makashov of the Communist Party of the Russian Federation following the collapse of the ruble in 1998. “Usury, deceit, corruption, and thievery are flourishing in the country. That is why I call the reformers Yids [Jews].” But other countries don’t fit this profile. How, for instance, does one explain anti-Semitism’s resurgence in Austria and Great Britain, which have enjoyed some of the lowest unemployment rates in Europe?</p>
<p>Rising hostility toward Israel is also a significant factor. The 2000 Al-Aqsa Intifada was more violent than its 1987 predecessor, as helicopter gunships and suicide bombers supplanted rubber bullets and stones. This second Intifada also marked the emergence of the “Al-Jazeera” effect, with satellite television beaming brutal images of the conflict, such as the death of 12-year-old Palestinian Muhammed al-Dura, into millions of homes worldwide. In Europe, Muslim extremists took out their fury on Jews and Jewish institutions. Some in the European press, even as they dismissed anti-Jewish violence as random hooliganism or a political grudge match between rival ethnic groups, used incendiary imagery that routinely drew comparisons between Israel and the Nazi regime. <strong>This crude caricature of Israelis as slaughterers of the innocent soon morphed into the age-old “blood libel”—as when the Italian newspaper La Stampa published a cartoon depicting the infant Jesus threatened by Israeli tanks imploring, “Don’t tell me they want to kill me again.”</strong></p>
<p>Then came the terrorist attacks of September 11, 2001. The U.S.-Israeli relationship—bound together by shared values, shared enemies such as Iran and Iraq, $2.7 billion a year in economic aid, and a powerful U.S. Jewish lobby—had allegedly brought down the wrath of the Islamic world and dragged the West into a clash of civilizations. <strong>This sentiment only deepened with U.S. military action against Iraq, when anti-Semitism bandwagoned on the anti-war movement and rising anti-Americanism. How else to explain a war against a country that had never attacked the United States, it was argued, if not for a cabal of Jewish neocon advisors who had hoodwinked the U.S. president into conquering Iraq to safeguard Israel?</strong></p>
<p><strong>But another element of the new anti-Semitism is often overlooked: The time frame for this resurgence of judeophobia corresponds with the intensification of international links that took place in the 1990s.</strong> “People are losing their compass,” observes Dan Dinar, a historian at Hebrew University. “A worldwide stock market, a new form of money, no borders. Concepts like country, nationality, everything is in doubt. They are looking for the ones who are guilty for this new situation and they find the Jews.” <strong>The backlash against globalization unites all elements of the political spectrum through a common cause, and in doing so it sometimes fosters a common enemy—what French Jewish leader Roger Cukierman calls an anti-Semitic “brown-green-red alliance” among ultra-nationalists, the populist green movement, and communism’s fellow travelers. The new anti-Semitism is unique because it seamlessly stitches together the various forms of old anti-Semitism: The far right’s conception of the Jew (a fifth column, loyal only to itself, undermining economic sovereignty and national culture), the far left’s conception of the Jew (capitalists and usurers, controlling the international economic system), and the “blood libel” Jew (murderers and modern-day colonial oppressors).</strong></p>
<p><font size="3"><strong>First They Came for the WTO</strong></font></p>
<p>Jews have always aroused suspicion and contempt as a people apart, stubbornly resisting assimilation and clinging to their own religion, language, rituals, and dietary laws. But modern anti-Semitism made its debut with the emergence of global capitalism in the 19th century. When Jews left their urban ghettos and a small but visible number emerged as successful bankers, financiers, and entrepreneurs, they engendered resentment among those who envied their unfathomable success, especially given Jews’ secondary status in society.</p>
<p><strong>Some left-wing economists, such as French anarchist Pierre-Joseph Proudhon, depicted Jews as the driving force behind global capitalism.</strong> Other socialist thinkers saw their theories corrupted by the racism of the era. In 1887, <strong>German sociologist Ferdinand Tönnies published his classic work, Community and Society, wherein he blamed capitalism for undermining society’s communitarian impulses and creating a merchant class that was “unscrupulous, egoistic and self-willed, treating all human beings as his nearest friends as only means to his ends.”</strong> A few years later, German social scientist Werner Sombart took Tönnies’s theories to their next step and meticulously explained how Jews “influenced the outward form of modern capitalism” and “gave expression to its inward spirit.” <strong>Sombart’s book, The Jews and Economic Life, would influence an entire generation of German anti-Semitic authors, including Theodore Fritsch, who was honored by the Nazis as the altmeister (“old master”) of their movement.</strong> Anti-Semitism would become the central defining ideology of the Third Reich, the “glue that held Nazism together,” notes historian Robert Katz. “It delivered up the external enemy, ‘international-finance Jewry,’ by which Hitler succeeded in galvanizing and mesmerizing a Germany feeling itself victimized by otherwise less-definable outside forces.”</p>
<p><strong>Modern-day globalization—the opening of borders to the greater movement of ideas, people, and money—has stirred familiar anxieties about ill-defined “outside forces.”</strong> Last June, the Pew Research Center for the People and the Press published a survey conducted in 44 countries revealing that, although people generally have a favorable view of globalization, sizable majorities of those polled said their “traditional ways of life” are being threatened and agreed with the statement that “our way of life needs to be protected against foreign influence.” And many believe “success is determined by forces outside their personal control.”</p>
<p><strong>With familiar anxieties come familiar scapegoats.</strong> Today’s financial crashes aren’t on the same scale as the economic dislocations of the 1880s and 1930s. But, as the 1997 Asian crisis revealed, in an era of volatile capital flows, damaging financial contagion can sweep through nations in a matter of weeks. Countries in the developing world, who view themselves as victims of globalization, sometimes see conspiratorial undertones. Modern-day resentment against the perceived power of international financial institutions has merged with old mythologies. The 19th century had its Rothschilds; the current era has had Lawrence Summers and Robert Rubin at the U.S. Treasury Department, Alan Greenspan at the U.S. Federal Reserve, James Wolfensohn at the World Bank, and Stanley Fischer at the International Monetary Fund (IMF). Malaysian Prime Minister Mahathir Mohamad once lashed out against “Jews who determine our currency levels, and bring about the collapse of our economy.” The spokesman for the Jamaat-i-Islami political party in Pakistan complained: “Most anything bad that happens, prices going up, whatever, this can usually be attributed to the IMF and the World Bank, which are synonymous with the United States. And who controls the United States? The Jews do.” Economic chaos in Zimbabwe, where a once thriving Jewish community of 8,000 has dwindled to just 650, prompted President Robert Mugabe to deliver a speech declaring that the “Jews in South Africa, working in cahoots with their colleagues here, want our textile and clothing factories to close down.”</p>
<p>Throughout the Middle East, where economic growth remains stagnant everywhere but Israel, Islamists and secular nationalists alike portray globalization as the latest in a series of U.S.-Zionist plots to subjugate the Arab world under Western economic control and erase its cultural borders. <strong>A former spokesman for the militant group Hamas warned in the early 1990s that if Arab governments accepted the Jewish state’s existence, “Israel would rule in the region just as Japan dominates Southeast Asia, and all the Arabs will turn into the Jews’ workers.” Mainstream Arab media outlets, such as the Egyptian newspaper Al Ahram and the Palestinian newspaper Al Ayyam, publish columns that praise Osama bin Laden as the “man who says ‘no’ to the domination of globalization,” and which cite the The Protocols of the Learned Elders of Zion—the infamous 19th century forgery of a purported blueprint for Jewish world domination—as hard evidence of globalization’s true intent.</strong></p>
<p><strong>In the West, anxiety over globalization provides opportunities for far-right political parties, who exploit the fears of those who see their way of life threatened by migrants from the developing world and who believe their sovereignty is besieged by regional trade pacts and monetary union.</strong> Jörg Haider, the head of Austria’s far-right Freedom Party, and Jean-Marie Le Pen, the leader of France’s National Front Party—who both rode to electoral success on anti-immigrant, anti-Europe platforms—kept their anti-Semitic sentiments under wraps as they campaigned before the media. But other far-right organizations in Europe are not shy about pointing a finger at the “true culprits” behind their countries’ woes. In Italy, the Movimento Fascismo e Liberta identifies globalization as an “instrument in the hands of international Zionism.” In Russia and Eastern Europe, “brown” ultra-nationalists and “red” communist stalwarts have formed an ideological alliance against foreign investors and multinational corporations, identifying Jews as the capitalist carpetbaggers sacking their national heritage.</p>
<p><strong>In their war against globalization, the browns on the far right have also found common cause with the greens of the new left. Matt Hale, the leader of the U.S. white supremacist World Church of the Creator, praised the 1999 antiglobalization protests in Seattle as “incredibly successful from the point of view of the rioters as well as our Church. They helped shut down talks of the Jew World Order WTO and helped make a mockery of the Jewish Occupational Government around the world. Bravo.” To lure in activists planning to protest the 2002 G-8 summit in Calgary, the National Alliance—the largest neo-Nazi organization in the United States that maintains ties with white supremacist groups worldwide—set up a Web site called the Anti-Globalism Action Network, dedicated to “broadening the anti-globalism movement to include divergent and marginalized voices.”</strong></p>
<p><strong>History is repeating itself. As in the 19th century, the far right is plagiarizing left-wing dogma and imbuing it with racist overtones, transforming the campaign against the capitalist “New World Order” into a struggle against the “Jew World Order.”</strong> <strong>The antiglobalization movement is, however, somewhat culpable. It isn’t inherently anti-Semitic, yet it helps enable anti-Semitism by peddling conspiracy theories.</strong> In its eyes, globalization is less a process than a plot hatched behind closed doors by a handful of unaccountable bureaucrats and corporations. Underlying the movement’s humanistic goals of universal social justice is a current of fear mongering—the IMF, the WTO, the North American Free Trade Agreement, and the Multilateral Agreement on Investment (MAI) are portrayed not just as exploiters of the developing world, but as supranational instruments to undermine our sovereignty. Pick up a copy of the 1998 book MAI and the Threat to American Freedom (wrapped in a patriotic red, white, and blue cover), written by antiglobalization activists Maude Barlow and Tony Clarke, and you’ll read how “Over the past twenty-five years, corporations and the state seem to have forged a new political alliance that allows corporations to gain more and more control over governance. This new ‘corporate rule’ poses a fundamental threat to the rights and democratic freedoms of all people.” <strong>At an even more extreme end of the spectrum, the Web site of the Canadian-based Centre for Research on Globalization sells books and videos that “expose” how the September 11 terrorist attacks were “most likely a special covert action” to “further the goals of corporate globalization.”</strong></p>
<p><strong>Unfortunately, conspiracy theories must always have a conspirator, and all too often, the conspirators are perceived to be Jews. It takes but a small step to cross the line dividing the two worldviews. “If I told you I thought the world was controlled by a handful of capitalists and corporate bosses, you would say I was a left-winger,” an anarchist demonstrator told the online Russian publication Pravda. “But if I told you who I thought the capitalists and corporate bosses were, you’d say I was far right.”</strong></p>
<p><strong>The browns and greens are not simply plagiarizing one another’s ideas. They’re frequently reading from the same page. In Canada, a lecture by anti-Semitic conspiracy theorist David Icke was advertised in lefty magazines such as Shared Vision and Common Ground.</strong> (“Canadians voted down free trade and we got it anyway,” said one woman who saw the ads and attended the event. “So there has to be something to that.”) <strong>Far-right nationalists, such as former skinhead Jaroslaw Tomasiewicz, have infiltrated the Polish branch of the international antiglobalization organization ATTAC. The British Fascist Party includes among its list of recommended readings the works of left-wing antiglobalists George Monbiot and Noam Chomsky.</strong> <strong>A Web site warning of the dangers of “Jewish Plutocracy, Jewish Power” includes links to antiglobalization NGOs such as Corpwatch and Reclaim Democracy.</strong> The Dutch NGO De Fabel van de illegaal withdrew in disgust from the anti-MAI movement when it learned that the campaign’s activities were attracting the attention of far-right, anti-Semitic student groups. “By pointing to this so-called globalisation as our main problem, the anti-MAI activists prepare our thinking for the corresponding logical consequence—the struggle for ‘our own’ local economy, and as a consequence also for ‘our own’ state and culture,” the director of De Fabel warned. <strong>“Left-wing groups are spreading an ideology that offers the New Right, rather than the left, bright opportunities for future growth.”</strong></p>
<p><font size="3"><strong>Anti-Globalizionism</strong></font></p>
<p><strong>The greens and the browns share another common cause: opposition to Israel. Given the antiglobalization movement’s sympathy for Third-World causes, it’s not surprising that French activist Jose Bove took a break from trashing McDonald’s restaurants to show his solidarity with the Palestinian movement by visiting a besieged Yasir Arafat in Ramallah last year.</strong></p>
<p>But, in the case of the new left, the salient question is not: What do antiglobalization activists have against Israel? Rather, it is important to ask: Why only Israel? Why didn’t Bove travel to Russia to demonstrate his solidarity with Muslim Chechen separatists fighting their own war of liberation? Why are campus petitions demanding that universities divest funds from companies with ties to Israel, but not China? Why do the same anti-globalization rallies that denounce Israel’s tactics against the Palestinians remain silent on the thousands of Muslims killed in pogroms in Gujarat, India?</p>
<p><strong>Israel enjoys a unique pariah status among the antiglobalization movement because it is viewed as the world’s sole remaining colonialist state—an exploitative, capitalist enclave created by Western powers in the heart of the developing world. “They’re trying to impose an apartheid system on both the occupied territories and the Arab population in the rest of Israel,” says Bove. “They are also putting in place—with the support of the World Bank—a series of neoliberal measures intended to integrate the Middle East into globalized production circuits, through the exploitation of cheap Palestinian labor.”</strong></p>
<p><strong>Opposing the policies of the Israeli government does not make the new left anti-Semitic. But a movement campaigning for global social justice makes a mockery of itself by singling out just the Jewish state for condemnation. And when the conspiratorial mindset of the antiglobalization movement mingles with anti-Israeli rhetoric, the results can get ugly. Bove, for instance, told a reporter that the Mossad, the Israeli intelligence agency, was responsible for anti-Semitic attacks in France in order to distract attention from its government’s actions in the occupied territories.</strong></p>
<p>The consequences of embracing a double standard toward Israel are all too apparent at antiglobalization rallies. <strong>In Italy, a member of Milan’s Jewish community carrying an Israeli flag at a protest march was beaten by a mob of antiglobalization activists. At Davos, a group of protestors wearing masks of Israeli Prime Minister Ariel Sharon and U.S. Secretary of Defense Donald Rumsfeld (wearing a yellow star) carried a golden calf laden with money. Worldwide, protesters carry signs that compare Sharon to Hitler, while waving Israeli flags where the Star of David has been replaced with the swastika. Such displays portray Israel as the sole perpetrator of violence, ignoring the hundreds of Israelis who have died in suicide bombings and the role of the Palestinian Authority in fomenting the conflict. And equating Israel with the Third Reich is the basest form of Holocaust revisionism, sending the message that the only “solution” to the Israeli-Palestinian conflict is nothing less than the complete destruction of the Jewish state. Antiglobalization activist and author Naomi Klein has spoken out against such displays, but she is in the minority. The very same antiglobalization movement that prides itself on staging counter-protests against neo-Nazis who crash their rallies links arms with protestors who wave the swastika in the name of Palestinian rights.</strong></p>
<p>Like the antiglobalist left, far-right activists have also embraced their own form of anticolonialism. For them, globalization is synonymous with “mongrelization,” an attempt to mix race and cultures and destroy unique heritages. <strong>When the greens preach the virtues of “localization,” a hearty “amen” echoes among the browns, who seek to insulate their countries against the twin evils of human migration and foreign capital. The far right sees nationalist movements and indigenous rights groups as allies in the assault against the multiculturalism of the new world order. And it sees the Palestinians, in particular, as a resistance movement against the modern-day Elders of Zion. American neo-Nazi David Duke summed up this worldview in an essay on his Web site: “These Jewish supremacists have a master plan that should be obvious for anyone to see. They consistently attempt to undermine the culture, racial identity and solidarity, economy, political independence of every nation.…[They] really think they have some divine right to rule over not only Palestine but over the rest of the world as well.”</strong></p>
<p><strong>It is paradoxical that Jews should find themselves swept up in the backlash against globalization, since Jews were the first truly globalized people. The survival of Jewish civilization—despite 2,000 years without a state and the scattering of its diaspora to nearly every nation on Earth—undermines the claim that globalization creates a homogenized world that destroys local cultures. Jews accommodated, and at times embraced, the foreign cultures they lived in without sacrificing their identity. The golden age of Jewish learning was not in ancient Israel, but in medieval Spain, where Jewish religious study, literature, and poetry flourished under the influence of Muslim scholars. </strong></p></blockquote>

<p><b><font color="#820003"><font size="1">It was hailed as the scientific study that ended the global warming debate once and for all – the research that, in the words of its director, ‘proved you should not be a sceptic, at least not any longer’.</p>
<p>Professor Richard Muller, of Berkeley University in California, and his colleagues from the Berkeley Earth Surface Temperatures project team (BEST) claimed to have shown that the planet has warmed by almost a degree centigrade since 1950 and is warming continually.</p>
<p>But today The Mail can reveal that a leading member of Prof Muller’s team has accused him of  trying to mislead the public by hiding the fact that BEST’s research shows global warming has stopped.</p>
<p>Prof Judith Curry, who chairs the Department of Earth and Atmospheric Sciences at America’s prestigious Georgia Institute of Technology, said that Prof Muller’s claim that he has proven global warming sceptics wrong was also a ‘huge mistake’, with no  scientific basis. Like the scientists exposed then by leaked emails from East Anglia University’s Climatic Research Unit, her colleagues from the BEST project seem to be trying to ‘hide the decline’ in rates of global warming.</font></b></p>

<p>En <strong>1992</strong>, le <a href="http://www.foreignpolicy.com/story/cms.php?story_id=2462" target="_blank">Club de Rome</a> a affirmé qu&#8217;à partir du milieu des années 90, il y aurait une diminution de la quantité de nourriture disponible par habitant. Depuis, la proportion de gens souffrant de malnutrition <a href="../?p=1775" target="_blank">diminue constamment</a>…</p>
<p>En <strong>2011</strong>, le &laquo;&nbsp;documentaire&nbsp;&raquo; cryptocommuniste <a href="https://www.facebook.com/survivingprogress" target="_blank"><em>Survivre au progrès</em></a> nous annonce que l&#8217;humanité court à sa perte puisque la planète Terre ne possède pas assez de ressources pour soutenir notre niveau de vie&#8230;</p>
<p>Si l&#8217;on devait accepter le raisonnement présenté dans ce film et avoir un niveau de développement qui est acceptable pour les écolo-marxistes, voici à quoi ressembleraient nos vies…</p>

<p>Une vie insoutenable pour avoir un développement durable…  J&#8217;ai de la difficulté à concevoir comment on peut considérer ce projet comme un idéal à atteindre.</p>
<p>On ne devrait pas se demander comment survivre au progrès, mais bien comment la survie est possible sans le progrès.  Les pays pauvres, qui ont malgré tout une empreinte écologique légèrement négative, sont incapables d&#8217;offrir des conditions de vie descentes à leur population.</p>
<p>Mais on me dira que si l&#8217;humain surexploite la terre, on court obligatoirement à notre perte.  Je vous invite à relire le début de ce billet.  Les prévisions de fin du monde ne datent pas d&#8217;hier&#8230;</p>
<p>Mais sachez aussi que selon le <a href="http://www.footprintnetwork.org/en/index.php/GFN/page/ecological_footprint_atlas_2008/" target="_blank">Global Footprint Network</a>, depuis <strong>1976</strong>, l&#8217;empreinte écologique de l&#8217;homme est négative, en tout nous avons surexploité au minimum l&#8217;équivalent de <strong>12</strong> planètes Terre.  Pourtant on attend toujours les pénuries, les famines et les catastrophes&#8230;</p>
<p>Les ennemies du progrès essayent tant bien que mal de défendre leur point de vue en disant qu&#8217;ils ne sont pas contre le &laquo;&nbsp;bon progrès&nbsp;&raquo; mais contre le &laquo;&nbsp;mauvais progrès&nbsp;&raquo;.  En 2005, pour développer un médicament, ce qui est j&#8217;imagine un bon progrès, il fallait investir <strong>1,3 milliard</strong> de dollars <a href="http://www.phrma.org/sites/default/files/159/phrma_profile_2011_final.pdf" target="_blank">en R&amp;D</a>.  Vous pensez que ce genre d&#8217;investissement est possible dans les pays ou le PIB/habitant n&#8217;est que de <strong>1 279$</strong> ?  Bien sûr que non, ce genre d&#8217;innovation est uniquement possible dans les sociétés prospères et cette prospérité est impossible sans ce que les écolo-marxistes qualifient de &laquo;&nbsp;mauvais progrès&nbsp;&raquo; comme l&#8217;exploitation des ressources naturelles.</p>
<p>Toute l&#8217;argumentation voulant que le progrès soit devenu néfaste repose sur le concept fumeux d&#8217;empreinte écologique.  Or, ce concept est une insulte à l&#8217;intelligence.  Prenons l&#8217;exemple du cuivre.  En 1966, <a href="http://www.time.com/time/magazine/article/0,9171,941972,00.html" target="_blank">on annonçait des pénuries massives de ce minerai</a>, notamment parce que la Chine avait décidé d&#8217;installer des lignes téléphoniques sur l&#8217;ensemble de son territoire, ce qui nécessitait à l&#8217;époque l&#8217;utilisation de fil de cuivre.  Quarante-cinq ans plus tard, cette pénurie ne s&#8217;est toujours pas produite.  Pourquoi ?  Entre autres parce que depuis 1966, la fibre optique, fabriquée à partir de sable, a remplacé le fil de cuivre !</p>
<p>Dans son livre <a href="http://www.juliansimon.com/writings/Ultimate_Resource/" target="_blank">The Ultimate Resource</a>, l&#8217;économiste Julian Simon a expliqué pourquoi l&#8217;humanité n&#8217;aura jamais à craindre une pénurie de ressources naturelles:</p>
<p><em>&laquo;&nbsp;Natural resources are not finite in any meaningful economic sense, mind-boggling though this assertion may be.  The stocks of them are not fixed but rather are expanding through human ingenuity.&nbsp;&raquo;</em></p>
<p>La plus grande ressource naturelle disponible sur Terre, c’est la créativité humaine et cette ressource est… inépuisable.  Voilà pourquoi malgré 40 ans de « surexploitation », nous n’avons jamais manqué de rien et voilà pourquoi le concept d’empreinte écologique est risible.  Voilà pourquoi depuis plus de 30 ans, les écologistes qui ont annoncé la pénurie de ressources naturelles <a href="http://www.antagoniste.net/2007/09/22/economie-1-ecologie-0/" target="_blank">ont tous perdu la face</a>.</p>

<p>Voilà qui est étrange, car beaucoup de gens, notamment les gauchistes, acceptent automatiquement l&#8217;idée que les inégalités de richesses sont source de frustrations et de ressentiments.</p>

<p>Les &laquo;&nbsp;indignés&nbsp;&raquo; de Wall Street disent appartenir au 99% de la population qui est victime de la cupidité de 1% de la population&#8230;  Mais est-ce que ces gens réalisent que si on les compare au reste de la planète, ils appartiennent eux aussi au 1% ?  Les &laquo;&nbsp;indignés&nbsp;&raquo; ont-ils compris que l&#8217;on est toujours le 1% de quelqu&#8217;un d&#8217;autre ?</p>
<p>Ces gens, qui se disent si épris de justice sociale, accepteraient-ils de sacrifier leur richesse avec le reste de la planète ?  Mon petit doigt me dit que non, car la justice sociale semble être uniquement attrayante quand on est du côté de ceux qui reçoivent&#8230;</p>
<p>À l&#8217;échelle de la planète, c&#8217;est aux États-Unis que l&#8217;on retrouve la plus grande surface de terre arable, plus de <strong>170 millions</strong> d&#8217;hectares.  Je doute que nos &laquo;&nbsp;indignés&nbsp;&raquo; soient favorables à l&#8217;idée de céder l&#8217;exploitation de ces terres au Bangladesh qui possède à peine <strong>10 millions</strong> d&#8217;hectares de sol cultivable.</p>
<p>Ça me fait penser aux Québécois qui demandent à grands cris que l&#8217;on nationalise les sables bitumineux de l&#8217;Alberta pour avoir du pétrole à bas prix, mais qui n&#8217;accepteraient jamais que l&#8217;on nationalise l&#8217;hydro-électricité québécoise pour diminuer le prix de l&#8217;énergie en l&#8217;Ontario ou dans les Maritimes&#8230;</p>
<p>La grande conclusion: on n&#8217;améliore pas le sort des pauvres en coupant différemment la tarte, un exercice qui consiste à nourrir Pierre en affamant Paul, mais bien en augmentant la taille de la tarte i.e. avoir 0,5% de 10 000$ est préférable à avoir 50% de 10$.</p>

<p>Critics have long questioned the usefulness of the Clean Development Mechanism (CDM), which was established under the Kyoto Protocol. It allows rich countries to offset some of their carbon emissions by investing in climate-friendly projects, such as hydroelectric power and wind farms, in developing countries.</p>
<p>But a diplomatic cable published last month by the WikiLeaks website reveals that most of the CDM projects in India should not have been certified because they did not reduce emissions beyond those that would have been achieved without foreign investment. Indian officials have apparently known about the problem for at least two years. The revelations imply that millions of tonnes of claimed reductions in greenhouse-gas emissions are mere phantoms.</font></b></p>

<p><b><font color="#820003"><font size="1">New York University&#8217;s Thomas J. Sargent and Princeton University&#8217;s Christopher A. Sims shared the 2011 Nobel Prize in Economic Sciences for their work in sorting out cause from effect in the economy and policy.</p>
<p>&laquo;&nbsp;Although Sargent and Sims carried out their research independently, their contributions are complementary in several ways,&nbsp;&raquo; the academy said. &laquo;&nbsp;The laureates&#8217; seminal work during the 1970s and 1980s has been adopted by both researchers and policy makers throughout the world. Today, the methods developed by Sargent and Sims are essential tools in macroeconomic analysis.&nbsp;&raquo;</p>
<p>Sargent&#8217;s work suggests that government stimulus programs such as those advocated by John Maynard Keynes have a limited effect on the economy because consumers and companies realize the measures will be temporary. That&#8217;s an argument that Republican lawmakers have used in opposing President Barack Obama&#8217;s proposals for spurring growth.</p>
<p>The award to Sargent &laquo;&nbsp;is very much a &#8216;non-Keynesian&#8217; prize,&nbsp;&raquo; Tyler Cowen, professor of economics at George Mason University in Fairfax, Virginia, wrote on his blog.</font></b></p>

<p><b><font color="#820003"><font size="1">United Nations peacekeepers in Ivory Coast enticed underage girls in a poor part of the West African nation to exchange sex for food, according to a United States Embassy cable released by WikiLeaks.</p>
<p>The cable written in January 2010 focuses on the behavior of Beninese peacekeepers stationed in the western town of Toulepleu, an area that has been at the crosshairs of the nation&#8217;s 10-year-long conflict.</p>
<p>A random poll of 10 underage girls in Toulepleu by aid group Save The Children U.K. in 2009 found that eight performed sexual acts for Benin peacekeepers on a regular basis in order to secure their most basic needs. &laquo;&nbsp;Eight of the 10 said they had ongoing sexual relationships with Beninese soldiers in exchange for food or lodging,&nbsp;&raquo; the diplomat wrote in the cable, citing information shared with the embassy by a protection officer.</p>
<p>Sexual misconduct by U.N. troops has been reported in a number of countries including Congo, Cambodia and Haiti — as well as in an earlier incident involving Moroccan peacekeepers in Ivory Coast.</font></b></p>

<p><b><font color="#820003"><font size="1">The science is now all-but-settled on global warming, convincing new evidence demonstrates, but Al Gore, the IPCC and other global warming doomsayers won’t be celebrating. The new findings point to cosmic rays and the sun — not human activities — as the dominant controller of climate on Earth.</p>
<p>The research, published with little fanfare this week in the prestigious journal Nature, comes from über-prestigious CERN, the European Organization for Nuclear Research, one of the world’s largest centres for scientific research involving 60 countries and 8,000 scientists at more than 600 universities and national laboratories. CERN is the organization that invented the World Wide Web, that built the multi-billion dollar Large Hadron Collider, and that has now built a pristinely clean stainless steel chamber that precisely recreated the Earth’s atmosphere.</p>
<p>In this chamber, 63 CERN scientists from 17 European and American institutes have done what global warming doomsayers said could never be done — demonstrate that cosmic rays promote the formation of molecules that in Earth’s atmosphere can grow and seed clouds, the cloudier and thus cooler it will be.</p>
<p>The hypothesis that cosmic rays and the sun hold the key to the global warming debate has been Enemy No. 1 to the global warming establishment ever since it was first proposed by two scientists from the Danish Space Research Institute, at a 1996 scientific conference in the U.K. Within one day, the chairman of the Intergovernmental Panel on Climate Change, Bert Bolin, denounced the theory, saying, “I find the move from this pair scientifically extremely naive and irresponsible.”</em></font></b></p>

<p>&laquo;&nbsp;This is kicking, spitting &#8230; on the most basic elements of international law,&nbsp;&raquo; he said. &laquo;&nbsp;Where are the international rights? This is like the caveman era.&nbsp;&raquo;</p>
<p>Venezuela&#8217;s socialist leader spoke after rebels overran Gaddafi&#8217;s compound in Tripoli in what appeared to be the end of his 42-year rule.</p>
<p>&laquo;&nbsp;We only recognize one government, the one led by Muammar Gaddafi,&nbsp;&raquo; Chávez said to applause as he presided over a cabinet meeting broadcast live on state TV.</font></b></p>
